Ministry of Health establishes Working Group to develop a monitoring and evaluation plan for PDPs

On Tuesday, August 5, SECTICS/MS Personnel Ordinance #21 of the Ministry of Health (MoH) was published. It establishes a Working Group with a propositional mandate to develop a monitoring and evaluation plan for Productive Development Partnerships (PDPs) within the Secretariat of Science, Technology, and Innovation and the Health Economic-Industrial Complex (SECTICS).

The Working Group will comprise members representing various MoH units, including the SECTICS’ office, and the Departments of Health Industrial Complex and Innovation (DECEIIS), Science and Technology (DECIT), Pharmaceutical Assistance and Strategic Inputs (DAF), Health Technology Management and Incorporation (DGITS), Health Economics, Investments, and Development (DESID). Furthermore, each member has a substitute.

Working Group members and their substitutes will be appointed by the respective MoH units within five business days from the publication date of the Personnel Ordinance (i.e. until August 12, 2025). The Working Group will be coordinated by the representative from SECTICS’ office.

At the discretion of the Working Group’s coordination, representatives of other MoH units, as well as from other public-sector bodies and entities, may be invited to participate in meetings and provide technical input in the capacity of consultants, without formally integrating the Working Group nor receiving any type of compensation. The consultants’ contributions may, at the Working Group’s discretion, be incorporated into the final report.

The Working Group has a term of 120 days from the publication date of the Personnel Ordinance (i.e. until December 3, 2025) to conclude its work and submit a final report with recommendations.

The establishment of this Working Group arises from measures taken by the MoH to comply with determinations and recommendations issued by the Brazilian Government Accountability Office (TCU) in Process #034.653/2018-0, which monitors PDPs entered into by the Ministry of Health, with particular focus on the vulnerabilities and areas for improvement assessed by the TCU since 2017.

In addition to the Working Group, the Ministry of Health filed a Technical Note #23/2025-DECEIIS/SECTICS/MS1 in Process #034.653/2018-0, detailing regulatory advances on PDPs statute, measures currently underway, and a future action plan2.

2 Among the measures identified by the MoH for future implementation, particular emphasis is placed on (i) establishing criteria and methodologies for determining the cost of technology transfer (know-how), to be delivered by December 2025; (ii) refining GM/MS Ordinance #4,472/2024 through a complementary regulation by February 2026; and (iii) strengthening and improving monitoring, evaluation, and transparency mechanisms, including the deployment of a digital dashboard, a technical study commissioned from the Institute for Applied Economic Research (IPEA), the development of performance indicators, and the publication of a report, with completion scheduled by March 2026.
