New Stage of the National Intellectual Property Strategy: 2025-2027 Action Plan

This Monday, August 4, GIPI/MDIC’s Rule #14, dated August 1, 2025, was published in the Federal Register. This Rule announces the implementation and monitoring of the 2025-2027 Action Plan under the Brazilian Intellectual Property Strategy (ENPI). The ENPI is structured around seven strategic axes, encompassing 210 actions implemented through biennially published Action Plans.

Among the priority actions in the 2025-2027 Action Plan are proposals coordinated by various entities representing the productive sector. Notable submissions include those from the Brazilian Electrical and Electronics Industry Association (ABINEE), represented in the Interministerial Intellectual Property Group (GIPI) by our partner and Ambassador Regis Arslanian, and CropLife Brasil, advised by our partner Eduardo Hallak. The proposals aim to discuss and improve the Brazilian patent system, focusing on strengthening the intellectual property rights protection for holders and promoting greater legal certainty and predictability.

GIPI, which is coordinated by the Secretariat of Competitiveness and Regulatory Policy of the Ministry of Development, Industry, Commerce, and Services (MDIC) and served as secretariat by the Department of Intellectual Property Policy and Quality Infrastructure, will oversee the plan’s execution. Furthermore, GIPI’s Executive Secretariat will prepare semi-annual progress reports on the execution on the current strategic agenda.
