Prof. Dr. Okinga, DDS Oral and Maxillofacial Surgeon, PharmD, Doctor in Pharmaceutical Sciences, has developed a multidisciplinary career that brings together clinical and scientific expertise, pharmaceutical regulation, and intellectual property. As a practicing dental surgeon and pharmacist with doctoral-level training in pathophysiology, he has built deep knowledge in pharmacology, neuroscience, and the biology of inflammation, metabolism, and bioactive compounds.
Over more than a decade teaching pharmacology and biomedical sciences, Professor Okinga has refined the ability to turn complex scientific concepts into clear and actionable insights—an asset in environments that rely on technical precision and informed decision-making.
From 2017 to 2026, he served as a senior Patent Examiner in the Pharmaceuticals Art Unit (DIFAR I) at the Brazilian Patent and Trademark Office (BRPTO). In this capacity, he conducted substantive examination of patent applications claiming pharmaceutical compounds, formulations, delivery systems, and medical uses. His work reflects a combination of scientific rigor, analytical discipline, and alignment with global standards, contributing to legal certainty and to the development of Brazil’s innovation landscape.
Professor Okinga’s most recent international training includes the 2025-2026 Cycle Long “Brevets d’invention” at the Université de Strasbourg (UNISTRA) and advanced programs offered by WIPO, the EPO, and the European Patent Academy. His work focused on patent drafting, examination procedures, unity of invention, and key aspects of European patent law and policy.
Beyond his technical and scientific background, he plays an active role in governance and diversity initiatives. He serves as Honorary Counselor at the State Council for the Rights of Black People and the Promotion of Racial Equality in Rio de Janeiro (CEDINE-RJ) and has collaborated with the Racial Equality Commission of the Brazilian Bar Association (OAB/RJ). Between 2021 and 2023, he chaired the BRPTO Careers and Positions Commission, demonstrating leadership in public administration. He is also certified by LideraGov 4.0, a program focused on developing innovation-oriented leaders in the public sector.
