Sexual deepfakes on Grok: the importance of Safety by Design

In recent years, debates over the regulation of social media and the safe use of digital platforms have assumed an increasingly central role in public discourse. The rapid growth of these technologies, along with their direct impact on the public and private lives of millions of people, has brought issues such as user protection, the circulation of harmful content, and platform liability to the forefront of political and regulatory agendas worldwide.
In this context, several countries have adopted new regulatory frameworks, with particular emphasis on safeguarding children and adolescents. Australia passed the Online Safety Act in 2021. In the same year, the United Kingdom implemented the Age Appropriate Design Code . In 2022, the European Union approved the Digital Services Act (DSA). Brazil followed this trend by enacting, in 2025, the Digital Child and Adolescent Statute (ECA Digital).
Despite differences and specificities across these initiatives, they all stem from a common concern: how to mitigate risks and protect rights in increasingly complex digital environments.
