Brazilian Ministry of Agriculture and Livestock Establishes the National Program for the Traceability of Agrochemicals (PNRA)

On Tuesday, June 10th, 2025, the Brazilian Ministry of Agriculture and Livestock (“MAPA”) published Ordinance #805/2025 in the Official Federal Gazette, establishing the National Program for the Traceability of Agrochemicals and Related Products (“PNRA”). According to the Ordinance, the program’s main objective is to promote the traceability of agrochemicals throughout the entire production and logistics chain, with a focus on agricultural defense, food safety, environmental protection, and fraud prevention. To achieve this, the program will rely on the Integrated Traceability System (“ITS”), in conjunction with Physical Traceability Identifiers (IRA) applied to product packaging, using the “Brasil-ID/Rastro-ID” technology.

Participation in the program will be mandatory for all agents in the supply chain, including producers, distributors, traders, transporters, end users, and packaging collection centers.

According to the Ordinance, the PNRA will be implemented in three phases:

  1. Structuring - development or contracting of the ITS, and detailed definition of the IRAs and the requirements for logistics integration;
  2. Gradual Expansion - extension of IRA application and data registration in the ITS to additional supply chains and agents, following an assessment of Phase 1;  
  3. Consolidation and Reverse Logistics - full integration of all agents into the ITS and complete operationalization of traceability in the reverse logistics of packaging.

These phases will follow staggered schedules defined by the Department of Agricultural Defense, and compliance with the requirements will depend on the effective availability of the technological platforms involved, such as the ITS and the Brasil-ID/Rastro-ID system. Adherence will be gradual, with deadlines of up to 120 days, subject to extension.

Logistics traceability will also be extended to vehicles and transportation systems, including the issuance of electronic certificates and interoperability with public systems.

The Ordinance further establishes that the ITS must be interoperable with other government systems (such as SISCOMEX, SEI, SISPA) and comply with the Brazilian General Data Protection Law. The system must also ensure the confidentiality of strategic and commercial data, with access restricted to competent authorities.

Non-compliance with the provisions may result in administrative, civil and criminal penalties, as provided for in Law #14,785/2023. The Ordinance enters into force immediately, and its implementation will be subject to periodic reviews.
