On Wednesday, August 6, SECTICS/MS Ordinance #60 of the Ministry of Health (MoH) was published in the Official Federal Gazette. This ordinance establishes the Advisory Technical Committee to support the Productive Development Partnerships Program (“CTCPDP”), responsible for (a) advising the Secretariat of Science, Technology, and Innovation and the Health Economic‐Industrial Complex (“SECTICS”) in monitoring and evaluating Productive Development Partnerships (“PDP”); (b) providing technical support to SECTICS in technology scouting activities; (c) preparing opinions and recommendations for improving the PDP Program; and (d) to assist SECTICS in formulating PDP strategies.
The Advisory Technical Committee will comprise representatives of various MoH units, namely: (i) Igor Ferreira Bueno, Director of the Department of the Health Economic‐Industrial Complex and Innovation (“DECEIIS”); (ii) Meiruze Sousa Freitas, Director of the Department of Science and Technology (“DECIT”); (iii) Luciene Fontes Schluckebier Bonan, Director of the Department of Health Technologies Management and Incorporation (“DGITS”); and (iv) experts from the scientific community with distinguished technical competence and professional activity in the areas of pharmaceuticals, vaccines, blood derivatives, and medical devices, to be designated by SECTICS in a separate Ordinance.
CTCPDP members may not designate representatives or substitutes if unable to attend meetings.
The CTCPDP will be coordinated by Igor Ferreira Bueno (DECEIIS Director), who will be responsible for providing all necessary information/data for conducting the Committee’s meetings in Brasília, Federal District, and for designating a DECEIIS representative to chair discussions and oversee the Committee’s activities.
Furthermore, it is worth noting that the establishment of the CTCPDP reflects the MoH’s ongoing efforts to strengthen the PDPs public policy framework. A recent example includes the Working Group established under SECTICS/MS Personnel Ordinance #21/2025, tasked with developing a monitoring and evaluation plan for the PDPs entered into by the Ministry of Health.
