Gabriela Monteiro joined Licks Attorney’s São Paulo office as an attorney at law  in 2021 and became a partner in 2025.

Prior to joining Licks Attorneys, Ms. Monteiro worked for many years at a large law firm based in Rio de Janeiro, specializing in administrative and regulatory law (litigation and advisory), competition law, antitrust law, and compliance. She also worked at a boutique firm specializing in constitutional, administrative, and regulatory law. Throughout this period, Ms. Monteiro gained experience advising clients on a variety of matters across sectors, such as pharmaceuticals and tobacco, among other regulated sectors (gambling, airports, basic sanitation, among others).

Gabriela Monteiro focuses on providing legal advice to clients regarding litigation involving strategic and complex disputes, administrative proceedings, and regulatory consulting, primarily in the life sciences and agricultural industries (agrochemicals, bioinputs, etc.), among others subject to health regulations. She also advises clients on drafting and negotiating complex contracts within these industries and sectors.

Ms. Monteiro has experience representing clients in administrative proceedings, including before the Ministry of Health (MS), Brazil’s FDA (ANVISA), the Ministry of Agriculture and Livestock (MAPA), the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA), the Brazilian Antitrust Agency (CADE), and Federal Accounting Courts, among other agencies and entities.

Specifically regarding antitrust, Ms. Monteiro represents clients in general proceedings before CADE, including investigations into anticompetitive conduct and mergers. In the field of compliance, she has expertise in conducting internal investigations in companies and developing corporate integrity programs.
